In fact, the word "脚" refers to the part of the lower leg, that is, the part from the knee to the foot. The "足" refers to the lower limb, which supports the whole body. If there is strength here, it is "劲足""strong enough"; if there is little strength, it is "不足"insufficient. This also leads to a series of new words, such as 满足satisfied, 充足sufficient, and so on.
